Community Board 9 Housing Resolution

The following was passed unanimously at Community Board 9's Jan 22, 2004 meeting.

HOUSING RESOLUTION


WHEREAS there is a critical shortage of housing stock available to the general community in the Community Board 9 area, particularly at low income and moderate rates, and that shortage has reached crisis proportion,

And

WHEREAS the policy of local educational, health and other not for profit institutions to deregulate regulated housing stock –the conversion of rent regulated units available to the community into units exclusively used for institutional purposes-- has been a major factor responsible for the housing crisis in the CB9 area,

And
Whereas these institutions control by far the largest portion of private residential housing in the CB9 area,

And
WHEREAS these institutions have a compelling interest in preserving and encouraging the stability of the neighborhood comprised of long term residents from a rich variety of socio-economic and ethnic backgrounds,

Now, therefore, BE IT RESOLVED that Community Board 9
call upon these institutions as good citizens and responsible members of the community, to do their share in alleviating the housing crisis by:

Ceasing all further conversion of community housing stock by keeping it on the market available to the general public with a rental policy that preserves the existing diversity of the community and includes affordable housing as an integral element of future development.
